Sioux Falls has it's fair share of mishaps, but it usually comes with Winchesters in tow, so. Hard to say of it's the place or the people.

Sometimes it's both. Do enough supernatural on a place and the place becomes supernatural. Mystic Falls is a good example.

Maybe. But Star City did recently get a Slayer in residence AND there was a giant mass murder there 20-30 years ago so it's probably loaded with restless spirits.
